Maniit algaaguini ha- Message from the Chair Pilimmaksarniq, the Inuit Qaujimajatuqangit concept of skills and knowledge acquisition, not only the theme for NWMB s Annual Report but also the direction the NWMB has taken during another busy year as we saw transition from our long time Executive Director Jim Noble to Jason Akearok. Jason first joined the NWMB as a Board member in June 2013 and was hired into the position as the Executive Director in November Prior to joining the Board, Jason Akearok worked with the Canadian Wildlife Service for 10 years as a seabird technician and then as the Habitat Biologist. Jason s years of experience on wildlife issues in Nunavut, using both western scientific methods and Inuit Qaujimajatuqangit, have been and will continue to be valuable for NWMB operations, decisions and direction. Fiscal year has been another busy and successful year for the Board. I am constantly proud of the work of our members, staff and co-management partners, and of the widely respected model of wildlife management that the Board continues to promote and enhance. During the past 12 months, the Board held 4 Regular Meetings, 11 In-Camera Meetings, 14 Internal Meetings and 3 Public Hearings. The Public Hearings covered the subjects of (i) the regional total allowable harvest for the M Clintock Channel polar bear subpopulation; (ii) total allowable harvest for the Western Hudson Bay polar bear subpopulation; and (iii) the harvest management of Baffin Island caribou. The Board continues to equitably allocate Nunavut s share of commercial shrimp and turbot marine resources among eligible fishers, pursuant to the Nunavut Wildlife Management Board Allocation Policy for Commercial Marine Fisheries. The Board allocated funding to the Hunters and Trappers Organizations and Regional Wildlife Organizations on behalf of Canada. The Board participated in interjurisdictional and international consultations with administrative agencies and Aboriginal peoples from other land claims areas concerning shared wildlife stocks or populations on caribou, polar bear management, and commercial fisheries. Along with the Executive Director, I attended the Annual General Meetings of all three Regional Wildlife Organizations where we informed the delegates about NWMB s activities throughout the year, ongoing wildlife issues and potential upcoming wildlife matters relevant to each Region. The Community-Based Monitoring Network (CBMN) pilot study concluded in the initial three Nunavut communities of Sanikiluaq, Arviat and Cambridge Bay in April The success of the CBMN continued to rely upon harvesters recognized by their communities as highly-skilled and accomplished hunters to record wildlife observations and catch data onto hand-held electronic devices while out on the land. The idea to establish the Community-Based Monitoring Network grew out of discussions with lo-

With the success of the pilot study, the NWMB initiated the transition of the CBMN to new communities, Clyde River and Kugaaruk, with the intention of collecting data from 2015 to As with other years, the Board funded research activities through the Nunavut Wildlife Research Trust (NWRT), the Nunavut Wildlife Studies Fund (NWSF) and new this year, through the Inuit Qaujimajatuqangit Research Fund (IQRF). The NWRT provides research funding to Government departments to carry out wildlife research in Nunavut that addresses the priorities of the NWMB and its Regional Wildlife partners. The Nunavut Wildlife Studies Fund, supports community-based wildlife management and research projects. Inuit Qaujimajatuqangit remains at the heart of the NWMB s work and in November, the Board received and approved its first Inuit Qaujimajatuqangit Research Fund application from the Hall Beach Hunters and Trappers Organization to conduct research on Foxe Basin Walrus. The Inuit Qaujimajatuqangit Research Fund provides funding to individuals or Inuit Organizations looking to conduct research through the use of Inuit Qaujimajatuqangit. 7

23 NUNAVUT WILDLIFE MANAGEMENT BOARD NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED MARCH 31, NATURE OF THE ORGANIZATION The Nunavut Wildlife Management Board (Board) is an institution of public government established pursuant to An Agreement Between the Inuit of the Nunavut Settlement Area and Her Majesty the Queen in right of Canada, also known as the Nunavut Land Claims Agreement. The Board is the main instrument of wildlife management and the main regulator of access to wildlife in the Nunavut Settlement Area (NSA). In addition, the Board identifies research requirements, funds research and carries out research in order to help maintain an effective system of wildlife management in the NSA. The Board also exercises an extensive advisory authority in the marine environment adjacent to the NSA. The Board is exempt from income taxes under Sec. 149(1)(l) of the Income Tax Act. 2. SIGNIFICANT ACCOUNTING POLICIES The financial statements were prepared in accordance with Canadian accounting standards for not-for-profit organizations and include the following significant accounting policies: (a) Use of Estimates The preparation of financial statements in conformity with Canadian accounting standards for not-for-profit organizations requires management to make estimates and assumptions that effect the reported amounts of assets and liabilities, the disclosure of contingent assets and liabilities at the date of the financial statements and the reported amounts of revenue and expenses during the year. Significant items subject to such estimates and assumptions include the valuation of accounts receivable, and the estimated useful life of equipment. Actual results could differ from those estimates. (b) Revenue Recognition The Board follows the deferral method of accounting for contributions. Restricted contributions are recognized as revenue in the year in which the related expenses are incurred. Unrestricted contributions are recognized as revenue when received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured. 23

The Board subsequently measures all its financial assets and financial liabilities at amortized cost, except for derivatives and equity securities quoted in an active market, which are measured at fair value. Financial assets measured at amortized cost include cash and accounts receivable. Financial liabilities measured at amortized cost include accounts payable and accrued liabilities. It is management's opinion that the organization is not exposed to significant interest, currency or credit risks arising from these financial instruments unless otherwise noted. (d) Property and Equipment Property and equipment is recorded at cost. There are no inter-organizational charges made for these services and their magnitude has not been established. 5. COMMITMENTS The Board is committed to minimum annual lease payments under the terms of a lease agreement for its office premises as follows: 2016 $ 210, , , , ,800 The agreement expires April 15, 2022 and contains a clause for annual additional rent expenses for common areas of the building. These costs are estimated at $74,400 per annum. The Board is committed to minimum monthly lease payments under the terms of a lease agreement for a vehicle of $750 per month, $9,000 per year expiring February The Board is committed to minimum quarterly lease payments under the terms of a lease agreement for photocopier equipment of $1,247 per quarter, $4,988 per year expiring February OPERATING CONTRIBUTION CARRY FORWARD The Government of Canada, through the Department of Aboriginal Affairs and Northern Development Canada, budgets funds allocated for the use of the Board for periods of 5 years during which all allocated funds must be spent or they may be retained by the Government. The current period expires in March, As at March 31, 2015 amounts totaling $Nil have been approved for carry forward to be used in addition to regular yearly funding for approved programs any time up to March 31,

40 NUNAVUT WILDLIFE RESEARCH TRUST NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED MARCH 31, PURPOSE AND NATURE OF THE ORGANIZATION In 1994, pursuant to A Contract Relating to the Implementation of the Nunavut Final Agreement, the Government of Canada provided the Nunavut Wildlife Management Board (NWMB) with a single payment of eleven million dollars for the establishment of a Wildlife Research Fund. Its intended purpose was to provide funding for territorial and federal government departments to carry out wildlife research approved by the NWMB. Upon that basis, the NWMB established the Nunavut Wildlife Research Trust, which was designated a Registered Charity in Its Trustees are the members of the NWMB. Since 1997, the Trust has provided an annual funding allocation, exclusively available to government departments. That allocation is administered by the NWMB, in order to address wildlife research priorities as identified by the NWMB. The Trust is exempt from income taxes under Sec. 149(1)(f) of the Income Tax Act. 2. SIGNIFICANT ACCOUNTING POLICIES The accounting policies followed by the Trust are in accordance with Canadian accounting standards for not-for profit organizations and include the following significant accounting policies: (a) Use of Estimates The preparation of financial statements in conformity with Canadian accounting standards for not-for-profit organizations requires management to make estimates and assumptions that effect the reported amounts of assets and liabilities, the disclosure of contingent assets and liabilities at the date of the financial statements and the reported amounts of revenue and expenses during the year. Significant items subject to such estimates and assumptions include the valuation of accounts receivable and marketable securities. Actual results could differ from those estimates. (b) Fund Accounting The Nunavut Wildlife Research Trust follows the restricted fund method of accounting for contributions. 40

41 NUNAVUT WILDLIFE RESEARCH TRUST NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED MARCH 31, SIGNIFICANT ACCOUNTING POLICIES (continued) (c) Financial Instruments The Trust initially measures its financial assets and financial liabilities at fair value. The Trust subsequently measures all its financial assets and financial liabilities at amortized cost, except for derivatives and equity securities quoted in an active market, which are measured at fair value. Financial assets measured at amortized cost include cash and accounts receivable. Financial assets measured at fair market value are marketable securities. Financial liabilities measured at amortized cost include accounts payable and accrued liabilities. The Trust is exposed to market risk with respect to its marketable securities. Market risk is the risk of a financial loss resulting from adverse changes in underlying interest rates, foreign exchange rates, and equity prices. 3. MARKETABLE SECURITIES The investment in marketable securities is used to fund research. The cost of these securities at March 31, 2015 is $19,752,956 ( $19,410,207). 4. RISK MANAGEMENT The Trust manages its market risk through an independent investment manager with oversight from the Trustees. 5. RELATED PARTY TRANSACTIONS The Trust receives administrative services at no charge from the NWMB. The amount of these services has not been quantified. 41
