Passing a direction to the Ministry, the NHRC stated that the concerned authority shall take appropriate action as deemed fit in the case and submit the ATR over the issue which shall be informed to the complainant, within eight weeks. Seeking urgent intervention of the NHRC, Supreme Court lawyer and social activist Radhakanta Tripathy had filed a petition stating therein even if over 3,000 people from across India, including Maharashtra, Rajasthan, Gujarat, Delhi and Odisha have been suffering from mucormycosis popularly known as black gungus, neither the Government of India nor any State Government is serious over the serious issue. Due to lack of medical care, treatment facilities, guidelines, inaction and negligence by the Ministry of Health and Family Welfare, Government of India and the State Governments, the new decease has been causing deaths and disabilities all over India, Tripathy alleged. While Covid-19 cases and deaths continue to plague the battered health infrastructure of the country, the new fear of mucormycosis or black fungus is causing more worries in Maharashtra where more than 55 deaths have been caused with more than 2,000 affected and in Odisha, Bihar, Delhi, Gujarat, Madhya Pradesh and others the disease has started reporting deaths and infections, the petitioner contended. The plea citing media reports over the past few days, said Jaipur has seen more than 30 patients with black fungus infection. Many of them have lost their sight. Tripathy requested the NHRC to act on an urgent basis through direction to the Centre and all the States as the disease relates to Covid infection for formulating policies and issue guidelines as to how to handle the crises and ensure preparedness for medical facilities and treatment availabilities.

VHP s Central Secretary General, Milind Parande has said that more than 11,000 Hindus have been rendered homeless and over 40,000 affected in the attacks that started after the announcement of the results of the Bengal Assembly elections. Parande also released the details of two bank accounts, calling upon the countrymen and people of Jharkhand to extend wholehearted and open-handed support to the violence-stricken brothers and sisters of Bengal. He said that direct contributions through NEFT could be made through the Bank A/c No.: 04072010017250 of Vishva Hindu Parishad, New Delhi or the Bank A/c No.: 04072010019960 of Bharat Kalyan Pratisthan, New Delhi. Contributions can also be made through Bank Cheques. Contributors have been asked to provide their e-mail, name, address, telephone number, transaction reference number so that VHP can thank them with a receipt of the money. The VHP leader said that 142 women were subjected to inhuman atrocities and the modesty of several women were outraged. Over5,000 houses were demolished. Over 200houses were bulldozed in the Sundarbans area alone. The biggest victims are scheduled castes and scheduled tribes members who have become soft targets of aggressors who are basically TMC goons. He even went so far as to say that Bengal had become a volcano for Hindus with the majority community subjected to different atrocities. Several statutory bodies like the National Human Rights Commission (NHRC),the National Commission for Scheduled Castes (NCSC), the National Commission for Women (NCW) and the National Commission for Protection of Child Rights(NCPCR) have also demanded to curb the atrocities being committed in the State. Parande called upon the whole country to stand with the majority society of West Bengal who have been struggling to protect their identity. A vacation bench of Justices Vineet Saran and B R Gavai was told by senior advocate Pinky Anand that more than one lakh people have been displaced due to the pollrelated violence in West Bengal. She told the bench that this matter required urgent listing as people are forced to leave their homes and stay in shelter homes and camps. "Ok, we will hear the matter next week," the bench said. The PIL filed by social worker Arun Mukherjee and other social workers, victim of the violence and lawyers said that they are aggrieved with the post electoral Violence in West Bengal from May 2 onwards. The plea alleged that the police and the state-sponsored goons are in cahoots because of which the police proves to be a mere spectator in the entire episode, discouraging and threatening victims from filing FIRs, non-investigation of cases, inaction in incidents where cognizable offences have been committed in presence of police authorities, nonprovision of security to those facing threats to life. It said various media platforms including social media, print and electronic media have covered the entire trail of incidents and various government organizations and autonomous institutions like National Human Rights Commission, National Commission of Women have either suo moto or on receiving of complaints from the helpless victims have taken cognizance of the matter and sent out teams to investigate the matter. "No support/assistance was offered from the State Government and even their security was compromised at many instances. They have reported the inaction of the police in providing protection to the women, who were attacked and threatened by hooligans and no action was taken by the police officials in this regard", the plea submitted. The plea further said that due to the circumstances, people are internally displaced and are forced to stay in shelter homes/camps in and outside West Bengal.

It said that Centre should also constitute an Inquiry Commission to assess the scale and causes of the exodus as well as direct West Bengal to provide long-term relief to the internally displaced persons affected due to post-poll violence, by making provision for their rehabilitation, compensation for loss of family members, property, livelihood, mental and emotional agony. It also sought directions to Centre and West Bengal to set up an alternative helpline number, monitored by central forces to respond to SOS calls and also record complaints and FIRs of internally displaced persons within and outside the state of West Bengal. The petitioners said that direction be also issued to Centre for deploying central protection forces, including armed forces, for the restoration of law and order in West Bengal and setting up a fast-track court to adjudicate matters pertaining to the prosecution of any individual or organization involved in the commission of heinous offences.

Notably, Pardhiapalli is among the villages identied for displacement for the Lower Suktel project in the district. In fact, the displacement notice has come to the villagers at a time when they are supposed to be conned to their homes during the second wave of the Covid-19 virus. This notice also stands in contravention of the Covid-19 guidelines laid down by the government. The villagers have condemned such a move as bizarre and inhuman at this crisis time. Worried over the development, the villagers have drawn attention of three legislators, the Chief Minister and the National Human Rights Commission(NHRC). According to reports, the director of the Rehabilitation and Resettlement oce of the Lower Suktel Irrigation project had issued a public notice (20, dated 13/4/2021) for the villagers of Pardhiapalli. Thereafter, another notice was issued by the same oce May 11. As per the latest notice, it was stated that a camp was held at the village from April 26 to April 30. But the villagers did not furnish necessary land and other documents to claim their dues. They were told to receive sanctioned funds from the oce. Further, it was stated that legal action will be taken against the villagers if the latter fail to leave their houses within the seven days from the second notice. Currently, lockdown and two-day weekend shutdown are in force in Bolangir as well as in the state due to the spread of the pandemic. However, the villagers are now reluctant to leave the village even though they support the project. Terming the notice as unfortunate, the villagers alleged that for the last two years, 11 demands of the project affected people have not been fullled as yet. Despite this, the administration has issued a notice to us. We have drawn the attention of the MLAs of Loisingha, Bolangir and Kantabanji, the Chief Minister and the National Human Rights Commission, the villagers said. The villagers have observed that the administration should meet their demands rst. Inclusion of youths aged 18 in the list of oustees and adequate compensation are among their demands.
