5 SOUTHERN REGIONAL POWER COMMITTEE Minutes of the meeting COM SR Outage December 2021 held on through VC 1. Introduction The 16 th meeting of the Outage Coordination of Communication Equipment COM SR - Outage December 2021 was held on 24 th November, 2021 through Video Conferencing (VC). The monthly outages of communication equipment / links, proposed by the users for the month of December, 2021 and availed during the previous month (October, 2021) were deliberated as per the requirement of clause 10 of Central Electricity Authority (Technical Standards for Communication System in Power System Operations) Regulations, The list of participants is at Annexure - I. Superintending Engineer (O), SRPC welcomed the Nodal Officers and other participants to the Communication Equipment Outage Co-ordination Meeting (COMSR - Outage December, 2021). While stressing the importance of availability of communication equipment and its reliability to safeguard the Grid, he stated the following in the meeting : He expressed concern on the prolonged outage of NTECL Vallur Alamathy OPGW link, which is not available for communication since October, He requested TANTRANSCO to update the status and bring the NTECL Vallur Alamathy link at the earliest. He requested Shri Mahammood Md, Sr. General Manager, PGCIL SR II to present the scheme on Online Health Monitoring of VRLA Cells in a battery Bank and all the Entities to get benefited from the above said scheme. (iii) He requested the Entities to carry out regular audit and Vulnerability Analysis and Penetration Testing (VA-PT) on OT & IT systems of SLDC periodically by CERT-In empanelled auditors. (iv) He requested all the Entities to update the name and designation of the Communication Nodal Officers. SRPC updated the list. Then agenda items were taken up for deliberation. 2. Outage coordination of communication equipment and Links 2.1 Processing of outages proposed for the month of December, 2021 : The window for the outage proposals in respect of communication equipment and Links to avail during the month of December, 2021 were opened by SRPC through the Communication Outage Coordination Portal during the first half of November, The format is also available on the SRPC website, under All Uploads / Communication / Other Documents / Formats for submission of outage proposals - COA 1&2). The consolidated list of outages of communication equipment and Links proposed for COM SR meeting was mailed on to SR-Communication- System@Googlegroups.com. 6 Deliberation : The outages proposed for the month of December, 2021 was deliberated in the meeting and the approved outage list of communication links and equipment in the format COA 1 & 2 was uploaded on SR Communication Outage Portal on and mailed to SR Communication Google Group on The same was uploaded on SRPC website also. [Annexure - 2.1]. SRLDC informed that there is no major issue affecting the SCADA availability due to the outages of communication links and equipment proposed by the Entities. All the outages proposed for December, 2021 were approved in the meeting. (iii) KSEBL informed that the fibre was burnt at tower No.131 of the Edamon Pothancode Link and hence they wanted to avail the outage of this link during the month of December, 2021 to carry out the rectification work. As the window for the submission of outage request had already been closed on , SRPC suggested KSEBL to submit their outage proposal by D-3 in the SR Communication Outage Portal 2.2 Updating database of communication equipment / Links, covered under COM SR with their outage hours for a rolling period of 12 months : The consolidated latest list of communication Links and Equipment (Database in format COD 3&4) updated with the outage hours up to October, 2021was issued on to the google group SR-Communication Googlegroups.com and is also available on the SRPC website, under All Uploads / Communication / Other Documents / List of Updated Equipment in COD 3&4) with the details of outage hours (Planned / Forced / Others) for the last 12 months of rolling period in the prescribed format COD 3&4. Deliberation &Action required : The list of links and equipment down for the last 12 months more than 48 hours are enclosed as Annexure No Entities were requested to take measures for better outage management in respect of such communication equipment in future. Monthly updation of path details for RTUs/ICCP links / PMUs reporting to SRLDC under SCADA/REMC/URTDSM projects : SRLDC has requested to provide the details of updated path details / channel routing in respect of RTUs / ICCP links / PMUs reporting to SRLDC under SCADA / REMC / URTDSM projects and to arrange for updating and sharing the same on monthly basis so that the connectivity details for real time data reporting to SRLDC can be maintained and monitored. (iii) It was also observed that periodical maintenance activities were being carried out in respect of selective equipment only. Therefore, it was requested to carry out the maintenance works in respect of other equipment also and to monitor periodically by planning the maintenance activities accordingly. (iv) All the Entities were requested to check the Zero values appearing in the database and to vet the same by themselves. (v) SRLDC informed that the mismatch of list of communication links and equipment covered under COM SR and their outage data were sorted out by them and the updated list with 12 months rolling report for any month can always be downloaded from the SR Communication Outage Coordination Portal. 7 decided in the meeting to abandon the preparation of the manual report and the downloaded report is hereby enclosed as Annexure No It was also requested to update the 12 months outage data in the Portal as well as to submit the same to SRPC whenever addition of new link/equipment are made, as the same is required to be updated in the COD 3,4 documents and to revert back, in case any further corrections are required. 3. Review of major outage of communication Link / Equipment availed during the month of October, Communication Outage Deviation Report for the month of October, 2021 The outage of communication Links / Equipment approved in the previous meeting were monitored by SRPC and the status of outage of such approved Links / Equipment and the actual outage of other Forced outage of Links / Equipment were collected from the Entities through SR Communication Outage Coordination Portal every month by 12 th in the prescribed format COD 1&2. The Outage Deviation Report for the month October, 2021 is available on the SRPC website, under All Uploads / Communication / Deviation and Actual Report. The same was mailed to the google group SR-Communication- System@Googlegroups.com on [Annexure No 3.1]. (iii) Any issues related to web portal may be informed to SRLDC via mail at srldcscada@posoco.in or over phone to : Shri. Rajkumar A, Chief Manager : Shri. Sudeep Mohan, Manager : (iv) SRLDC had revised the URL link for SR Communication Outage Coordination Portal, as Action required & Adherence to time lines : All the Entities were requested to adhere to the approved planned schedule of outage of communication links and equipment without deviation. All the Entities were requested to submit the details of Planned / Forced / Emergency outages availed every month without fail. 3.2 Status of approved outage of communication links and equipment Vs availed during the month of October, 2021 The details of actual outage availed by the Communication Entities in respect of planned, forced and other outages during the month of October, 2021 were compiled by SRPC in the format COD 1,2 and the abstract on the planned outages of communication equipment approved Vs availed, unplanned outages & forced outages are as under : Minutes of the meeting of COM SR Outage December, 2021 held on Page 3 of 22

KSEBL, TANTRANSCO & TSTRANSCO have availed 100% of their planned outages. All the Entities availed the approved outages during October, PGCIL SR II (1), APTRANSCO (10), KPTCL (1), TANTRANSCO (9) & TSTRANSCO (6) had forced outages. There was no forced outage reported by PGCIL SR I, KSEBL & PED. Observation & Action required : No deviation was observed between the approved outages and availed outages in respect of all the Entities. APTRANSCO (10), TANTRANSCO (9) & TSTRANSCO (6) were having high number of forced outages. (iii) The following issues were observed for the forced outages, occurred during the month of October, 2021 : PGCIL SR-II : Outage of PDH at Neyveli TS II due to hanging of Gateway and rectified by 25 minutes. PGCIL was requested to plan their preventive maintenance more effectively. APTRANSCO : Battery got discharged at Narnoor 400 kv SS again during LT Station supply failure and Battery bank 2 (HBL, 48V/250AH) was replaced with a new 48V/250 AH, HBL Battery set at Narnoor on 27 th October, They assured to extend alarm system to their Control Room from the communication equipment (SDH / PDH). 9 KPTCL : IDU adapter issue at 220 kv Kolar SS. It was noted that previous month also they had Antenna issue and ODU issue at their Yelahanka and Yerandahally SS. Therefore, KPTCL was requested to plan their preventive maintenance more effectively in respect of their outdoor units. KPTCL informed that they have around 1200 IDUs and maximum preventive efforts were being taken by them. They also informed that they would upgrade the communication equipment in some substations. TANTRANSCO : TANTRANSCO faced forced outage of communication equipment due to cable cut issue. TANTRANSCO was requested to plan their preventive maintenance more effectively. 3.3 Up-gradation of Trichy Sriperumbudur & Chennai (Sriperumbudur) Kalivanthapattu (PGCIL) link by TANTRANSCO / PGCIL Chennai Bangalore Channel routing : Trichy Sriperumbudur routing : Kalivanthapattu (PGCIL) - Chennai (Sriperumbudur) - Pugalur Erode Salem SRLDC Bengaluru Nagapattinam NLC TS 1 Exp NLC TS 1 SP Kovil Trichy NLC TS 2 Pondy PG Sriperumbudur Alandur TNEB Karur NLC TS 2 Exp Kalivanthapattu TANTRANSCO had reported multiple outages affecting the healthiness of Trichy Sriperumbudur link in the previous COM SR meetings. TANTRANSCO & PGCIL SR-II opined in the COM SR-Outage February, 2021 that Trichy Sriperumbudur link, which is shared by PGCIL Telecom with TANTRANSCO needs to be upgraded to STM4 and the healthiness of Chennai MLDC - Sriperumbudur kv Trichy is to be improved. (iii) SRPC had requested TANTRANSCO & PGCIL SR-II in the COM SR-Outage February, 2021 to identify the STM 1 equipment affecting the healthiness of Trichy Sriperumbudur link and to upgrade the same to STM4 in coordination with each other, as agreed by them in the meeting. (iv) TANTRANSCO informed in the meeting of COM SR Outage May, 2021 ( ) that the up-gradation of STM at Sriperumbudur was on approval stage. PGCIL SR II informed that Trichy was capable for the up-gradation of STM 1 to STM 4 and was in the process of up-gradation. TANTRANSCO assured that the repeated outage of Chennai Kalivanthapattu link would be sorted out within three months. Minutes of the meeting of COM SR Outage December, 2021 held on Page 5 of 22

10 (v) TANTRANSCO had agreed in the meeting of COM SR - Outage November, 2020 to form a combined team with PGCIL SR-II for making action plan so that repeated outage of Chennai Kalivanthapattu link could be avoided. (vi) The following had been noted in the meeting of COM SR Outage July 2021 : TANTRANSCO informed that the up-gradation of STM at Sriperumbudur was under progress. Trichy SS is capable for up-gradation into STM 4. TANTRANSCO informed that another 45 days were required for installation. PGCIL SR-II was requested to extend support for avoiding the repeated outage of Chennai Kalivanthapattu link. (vii) In the meeting of COM SR Outage August 2021, it had been noted that the upgradation work was expected to be completed by August, (viii) The following had been noted in the meetings of COM SR Outage September 2021, Outage October, 2021 & Outage November 2021: TANTRANSCO informed that the possibility of over-head cable was ruled out after their internal discussion. TANTRANSCO informed vide their mail dated that an alternate route has been configured for this portion of the Link through Chennai Sriperumbudur - Kalivandapattu in order to maintain consistency in URTDSM Standby channel and Bangalore ICCP Standby channel during any interruption in Chennai - Kalivandapattu PGCIL Fiber. It was emphasised by PGCIL SR II that the mutual discussion between them including Powertel would help to resolve the communication failure issue. 11 Deliberation : PGCIL SR II expressed that an internal meeting comprising the participants from TANTRANSCO, PGCIL & Telecom team would be helpful to address the fiber link issue and assured to extend support to TANTRANSCO. TANTRANSCO also informed that they were in touch with PGCIL Telecom in connection with enhancement of Band-width for the up-gradation of STM at Sriperumbudur and Trichy. The outage of Chennai Bangalore ICCP, URTDSM & REMC links were down as the approach cable was burnt and cut at 230 kv Madurai towards 230 kv Checkkanoorani direction. They attended the fault and communication was restored. 3.4 Prolonged outage of 230 kv Myvadi SS 230 kv Kurukathi SS TK2 SPS Link since , 06:00 AM TANTRANSCO had reported in the COM SR Outage June reports of Outage Deviation onwards that 230 kv Myvadi SS 230 kv Kurukathi SS TK2 SPS Link is down since , 06:00 AM and was not restored as on 30 th September, They had also stated that the link was being maintained through the following alternate route due to 230 kv Myvadi - Kurukathy defective OFC : Channel Routing : Kolar PGCIL Myvadi 230 kv Salem Erode 230 kv Pugalur 400 kv Pugalur - Kurukathy (iii) The following had been noted in the meeting of COM SR Outage July 2021 : TANTRANSCO informed that the issues affecting the rectification of OFC cable of 230 kv Myvadi SS 230 kv Kurukathi SS would be taken up with Sterlite Power Transmission Ltd. (SPTL) and ensured the restoration of the link at the earliest. Deliberation : TANTRANSCO informed that the work was under progress, assured to complete the same at the earliest and expected by the end of December, Frequent outage of 400 kv Salem Pudan Chandai & Salem - Valayapatty Voice & SCADA Link owned by TANTRANSCO due to SPTL Fiber issue TANTRANSCO has reported that 400 kv Salem Pudan Chandai & Salem - Valayapatty Voice & SCADA Link owned by TANTRANSCO were down due to SPTL Fiber issue at Deviakurichy - Pudhansandhai OFC and Deviakurichy - Valayapatty OFC link issue. TSTRANSCO also expressed concern on the delay in the service provided by SPTL at their Ghanapur SS Fibre works. 3.6 Outage of TS-AP Interstate communication links from Srisailam LBPH Srisailam Kurnool Protection 1&2, Srisailam Sattenapally Protection 1&2 were under prolonged outage and restored during the end of November, APTRANSCO & TSTRANSCO had stated vide their COD 1&2 Outage deviation Report that the following links were down during the month of September, 2021 due to power supply failure to OLTE & MUX caused by AC supply failure and battery got discharged at Srisailam LBPH. Protection and Voice links were down during the month of September, 2021 due to AC supply failure and subsequently drainage of battery at Srisailam LBPH. TSTRANSCO had informed that the Control Room is 1 km away from the communication equipment and hence the AC supply was not noticed immediately. Therefore, it was assured by them that they would plan to modify their NMS for better monitoring of communication equipment. They assured to extend alarm system to their Control Room from the communication equipment (SDH / PDH), located far off. PGCIL emphasised the requirement of R&D for the continuous monitoring of the healthiness of batteries to avoid such outage of links in future due to battery drainage. (vi) APTRANSCO had informed that Battery bank 1 (HBL,48V/400AH), got discharged at Narnoor 400 kv SS during LT station supply failure and simultaneously second Minutes of the meeting of COM SR Outage December, 2021 held on Page 9 of 22

14 source of 48V DC system (Amararaja charger ) 6A feeder MCB tripped on instantaneous overload caused the TEJAs SDH down. Battery bank 2 (HBL, 48V/250AH) has been replaced with a new 48V/250 AH, HBL Battery set at Narnoor on 27 th October Deliberation : APTRANSCO informed that 33 kva incomer supply failed and the Source 1 of DC supply lasted for 2:30 Hrs with a load of 33 Ampere. The 400 AH & 250 AH Source 1 batteries which are parallel in connection. DC supply from 250 AH battery Source 1 failed due to reverse polarity. The battery drainage was not noticed as there is no alarm indication at Narnoor. The battery was replaced with 48 V / 250 AH HBL, connected to Swathi 48 V, 200 A Charger (Source 1) in parallel to the 400 AH Battery. To a query raised by SRPC, APTRANSCO clarified that the replaced battery set was tested with 90% drain out and lasted for 7:30 Hrs. APTRANSCO also informed that the new Amararaja 48V/50A charger was already drawn from their Stores and it would be commissioned shortly with that of new HBL make 48V/250AH by separating it from 400AH battery. Then the new Amararaja 48V/50A charger with new HBL make 48V/250AH battery will become the 1 st source for the critical ISTS communication equipment, whereas the Amararaja battery of 48V/300AH belongs to Amararaja 48V/100A charger, which is continued to be as 2 nd source of ISTS communication equipment. Measures taken by APTRANSCO : They have proposed to set alarm indication at the Control Room to get notified the AC supply failure through suitable monitoring system to avoid such outage of links in future due to battery drainage. They have also proposed to spread the loads by installing a new charger in addition to the existing 2 chargers and PO issued for the 3 rd Charger at Narnoor. They expected that the load on the batteries would come down to 10 A. 4. Action Taken Report on the observations of Communication Audit carried out since in the Sub-Stations of SR SRPC, along with team members had inspected various sub-stations during for communication audit. There afterwards, due to covid restriction, Communication audit reports are collected from the Entities concerned. The observations were sent by SRPC to the concerned SLDC / Entity time to time, which were also annexed to the minutes of various OCC meetings. The updated compliance report up to is at Annexure 4. (xii) Monthly preventive maintenance to be carried out regularly. (xiii) Spares for the ETL-600, NSD 70 D, DIP 5000 etc are not available. (e) 400 kv Jangaon SS : Communication equipment including Battery & Charger, not connected to ISTS system, as informed by TSTRANSCO. 5. Non availability of proper SCADA data The following had been noted in the meeting previous meetings : All the Stakeholders were requested to rectify/resolve the issues identified by SRLDC in a time bound manner and to furnish a report to SRLDC with a copy to SRPC at srpc.operation@gmail.com. All the Communication Entities will ensure the convergence of SCADA data by rectifying the telemetry issues like errors and bad quality data and will take necessary steps to run the State Estimator periodically to ensure SCADA availability without error. All the Entities will carry out the rectification works step by step in a phased manner as pointed out by SRLDC and will resolve within the time limit informed by them in the meeting. The SCADA data discrepancy files (Analog & Digital) in respect of PGCIL SR-I & SR-II stations updated as on 22 nd November 2021 were submitted by SRLDC. PGCIL SR 1 & 2 were requested to send the sub-station wise schedules to SRLDC for rectification of the faulty points. 17 Deliberation : The list of categorised point wise issues stated above to be rectified by PGCIL SR-1 & II which were furnished by SRLDC vide their mail dated were presented by them in the meeting for discussion. SRLDC requested them to rectify all the faulty measurands, as per the observations and action plan stated by SRLDC and updated vide the above discrepancy list of 400 kv level data in respect of analogue and digital points of PGCIL SR-I & II. The following executives of SRLDC would be coordinating in this regard : Smt Vijitha K : Shri Sudeep Mohan : Shri Prashant Verma : Nodal officers were requested to rectify the issues such as non-availability of SCADA data due to non-installation of RTU, non-integration to SCADA, ICCPs added by the Stakeholders but not integrated to SRLDC SCADA, integration of primary and secondary side of Transformers with same sign etc. (iii) All the Stakeholders were requested to initiate action on the rectification of the points, identified by them; to resolve the issues within a time frame and to furnish a report to SRLDC with a copy to SRPC at srpc.operation@gmail.com. 6. Non-availability of OPGW on NTECL-North Chennai lines since October 2019 OPGW is not available for communication since October, The issue was under discussion in the various meetings of OCC and COM SR. Alamathy NTECL, Vallur NCTPS OPGW Works under progress The following had been noted in the previous meetings of COM SR : (a) (b) TANTRANSCO informed that the OFC works were under progress under the Reliable Communication Scheme. Men & materials had already been mobilised at North Chennai and materials were being arranged at Vallur. TANTRANSCO had assured that the interim arrangement of rerouting, by linking the NTECL Vallur Alamathy OPGW Link with Alamathy NCTPS Minutes of the meeting of COM SR Outage December, 2021 held on Page 13 of 22

18 Deliberation : Alamthy to make the NTECL NCTPS link through, would be completed by November, TANTRANSCO also informed that block fees to Railways were paid and were waiting for the response from Railways for executing the Railway Crossing works in respect of NTECL NCTPS permanent OPGW link and the works would be completed as soon as Railway clearance is obtained. TANTRANSCO informed that the cable works by NTECL was completed and the testing for the interim arrangement of the link was also carried out at TANTRANSCO end. They had proposed to avail LC for configuring the link in a week. They also informed that the NTECL NCTPS permanent OPGW link works also under progress and coordinating with SPTL, Railways. TANTRANSCO assured that the permanent link would be ready by December, Dual Path Communication Redundancy Testing (a) (b) As per the Central Electricity Regulatory Commission (Communication System for inter-state transmission of electricity) Regulations, 2017, dual path communication availability from each RTU locations, is to be provided to RLDC main and back up RLDC exclusively and communication path redundancy is to be ensured. An Audit Team was constituted with the members of Entities, formed under the leadership of Shri Rakesh, DGM, SRLDC. SRLDC submitted the State wise list of RTUs, DCPC,ICCP& PMUs reporting to SRLDC, for which the dual redundant path availability need to be validated. PGCIL also submitted the dual redundant path details for RTUs, ICCPs, PMUs& REMC data reporting at SRLDC. (c) As per the deliberations in the previous COM SR meetings, the dual redundancy test in respect of communication links are being carried out by SRLDC since and the outcome of the tests are also deliberated in the COM SR meetings for further course of actions. 7.1 Follow up on 104/101 RTUs reporting in single channel to the DCPCs installed at various Sub-Stations : SRLDC informed vide their mail dated that the following RTUs of PGCIL SR II were reporting in single channel to SRLDC as on 23 rd November, The action to be taken for the rectification was discussed in the meeting as follows : SL Station Name Observation by SRLDC Discussion & Action taken / required 1 Tuticorin GIS (104 protocol) Both link are tested OK. PGCIL informed that the link was checked up to SDH and found alright, but the PDH link was not through. Physical visit is to be planned by PGCIL with Teja s team as they could not rectify the issue through remote diagnosis. Expected to be rectified by December, 2021 PGCIL SR II informed that spare cable was not available, then. They assured that the issue will be rectified with the support of GE team during the quarterly DCPC PM. 7 PAVAGADA (101 protocol) Fiber channel tested OK. SRLDC reported in the meeting that data was reporting in single channel only. PGCIL informed that the issue was after shifting the DCPC to SRLDC and would be checked at SRLDC end. 20 SRLDC requested PGCIL SR II to arrange for checking the dual link availability to SRLDC. SRLDC informed vide their mail dated that the following RTUs of PGCIL SR-I were reporting in single channel to SRLDC as on 15 th September, The course of action was discussed in the previous meeting also. Planned to visit Nellore physically with Tejas team. 2 NPKUNTA STATCOM Loop back received for standby channel but data not reporting SRLDC informed that both channels were reporting. (iii) SRPC requested PGCIL SR- I & II to check the dual link availability to SRLDC and to ensure the path redundancy always. (iv) SRPC requested SRLDC to update the healthiness of both the channels in respect of the 101/104 RTUs regularly and to furnish the report in every COM SR meeting, so that the follow up action can be monitored. 8 Review of healthiness of Battery & Chargers of communication equipment and their maintenance The monthly updates on the healthiness of batteries & chargers, installed at 220 kv and above voltage level Substations for power supply to Relays, RTUs, PLCC and other communication equipment, are being collected by RPCs from their respective Constituents and being furnished the same to CEA/ MoP, as per the MoP direction, in pursuant to recommendations of the Enquiry Committee (NEW Grid disturbance on 30 th & 31 st July, 2012). A statement of maintenance activities and outages in respect of the unhealthy batteries/chargers as on August, 2021 prepared by SRPC is at Annexure - 8. 22 (iii) It is a matter of concern that the report of healthiness of communication equipment, being submitted every month, was not properly updated and requested the Constituents to update the same properly. They were also requested to carry out the maintenance / rectification activities in respect of such communication equipment. All the Entities were requested to furnish brief details of unhealthy battery banks, if any and / or DC leakage along with proposed time-lines for rectifying the same by the constituents in respect of the batteries/chargers covered under COM SR. (iii) Constituents were requested to take appropriate action of rectification of such defective communication equipment and to update the same in the COD 2 report also if the outage is availed in respect of such equipment. 9 Presentation by PGCIL SR-II on Online Health Monitoring of VRLA Cells in a battery Bank and a common UPS power supply arrangement to the communication equipment PGCIL SR- II had informed in the meeting of COM SR Outage November, 2021 that they had developed a Pilot Scheme for the testing of the battery healthiness and a common UPS power supply arrangement to the communication equipment and had agreed to present the scheme in the meeting of COM SR Outage December, In the meeting, Shri Mahammood Md, Sr. General Manager, PGCIL SR II presented the scheme on Online Health Monitoring of VRLA Cells in a battery Bank [Annexure No.9]. (iii) He pointed out the following Advantages & Disadvantages : Advantages : Better Storage Efficiency than Flood Lead Acid (FLA)Batteries Occupies less installation space. Maintenance Free. Compact Life of cells is far more than FLA Batteries Disadvantages : Cell develops high internal resistance when electrolyte dries out. Bare VRLA batteries can be used in Machine Critical systems also. A faulty cell with high internal resistance, feeding high load the faulty cell dissipates heat and not removed it may catch fire. (iv) SE (O), SRPC thanked Shri Mahammood Md, Sr. General Manager, PGCIL SR II and his team for delivering a fruitful lecture and requested all the Communication Entities to make use of this scheme, as it is beneficial to their communication system. 23 10 Performance Audit of Communication System at the Sub-Stations As per the clause 10 of the Central Electricity Regulatory Commission (Communication System for Inter-State Transmission of Electricity) Regulations, 2017, the RPC Secretariat shall conduct performance audit of communication system annually as per the procedure finalized in the forum of the concerned RPC. Based on the audit report, RPC Secretariat shall issue necessary instructions to all stakeholders to comply with the audit requirements within the time stipulated by the RPC Secretariat. An Annual Report on the audit carried out by respective RPCs shall be submitted to the Commission within one month of closing of the financial year. The report is long pending from PGCIL SR II despite repeated follow up by SRPC. (v) KPTCL & KSEBL had submitted their Audit Reports.
