The Commissioner informed that more and more CFSs are coming up and at present, CFSs can take the volume. The present arrangement was a temporary measure taken during initial stages of setting up of ICTT. It is high time the Department should think about direct transfer from Terminal to CFSs like other Ports in the country. At present, containers are moved to CFSs as per customer requirements / directions. The nature of commodities such as bulk (cement, scrap) and low volume consignments) is a main factor. Moving of such consignments would add up to the cost. Also the Cochin Port has not reached the required level of volume in container traffic. Further stated that due to cost factor, if importers switch to
neighboring ports, cost for handling cargo even for export consignments may go up due to shifting of container handling equipments. म सस फ ल कन क प रतततनचध न कह कक उनक प स एध ल क म वम ट स भ लन क ललए आवश यक ब द गह ह औ स सजज त ट प ललफ ट औ थट क कस ह उधह न एध ल क म वम ट क ललए क छ लशज प ग ल इन स क म हथत क ष क ललय ह The representative of M/s.Falcon stated that they had sufficient covered area for handling enbloc movement and well equipped with top lift and stackers. They had already signed agreements with few Shipping Lines for enbloc movement. क चचन ब र कस स घ न क चचन प ट ट रथट द व प रकट ककए चच त स सहमत ह त ह य स चचत ककय कक द क ल गत ऊप उठ सकत ह आग कह कक ऐस स ध गमन गमन क ललए अभ वक त सह नह ह The Cochin Customs Brokers Association agreed with the concern expressed by Cochin Port Trust and informed that handling cost may go up. At present, the dwell time for import containers at Cochin Port is 14 days. The terminal provides for 7 days for free demurrage time. If the cost of demurrage is considered, the enbloc movement of containers and there by the reduction in dwell time and demurrage would result in reduction of cost. He further stated that the Department cannot continue with the adhoc arrangement made during the setting up of ICTT. The container movement at Cochin Port should be on the same lines as that followed in other ports in the country and the dwell time should be brought down. Relaxations given until this time regarding selection of containers for examination are seriously compromising the security.
