No.: NB.GUJ./DPSP/ 4290 / Pillar-Polishing-NBV/2019-20 12 December 2019 Dear Sirs Only Empanelled Civil Contractors/ Vendors Notice Inviting Quotation Name of the Work: Grinding and Mirror Polishing of Terazzo Plastered Parking Pillars of Block A, B & C of Residential Colony at NABARD Vihar, Navrangpura, Ahmedabad Sealed Quotations are invited from intending empanelled vendors / contractors to carry out the captioned work which is to be completed within 21 days from the date of issue of the work order. 2. The vendors / contractors are advised to visit the site and examine the site condition where the work is proposed to be carried out and to get himself fully acquainted at his own responsibility for all information that may be necessary for quoting the bid. All cost and liabilities arising out of the site visit shall be at bidder account. Once the quotation is submitted, it will not be allowed to be revised. 3. Captioned work is to be executed as per scope of work, specification and schedule of quantity as given in the Annexure under consultation with the Bank s Engineer-in- Charge (EIC). 4. Vendors / Contractors may quote their rates on the official letter head of their firm / company in the prescribed format as per the scope of work, specification and schedule of quantity as given in the Annexure enclosed. This Notice Inviting Quotation alongwith Annexure can be downloaded from NABARD website (https://www.nabard.org/tenders.aspx?cid=501&id=24). 5. Vendors / Contractors can submit their quotations as per prescribed format given in the Annexure, complete in all respect, in a single envelope, super scribing the name of the captioned work and addressed to The Chief General Manager, NABARD Gujarat RO, NABARD Towers, Opposite- Municipal Garden, Usmanpura, Ahmedabad 380013 which will be received by the Bank upto 3.00 PM on 16 December 2019 and preferably, shall be opened on the same day at 3.30 PM in the presence of authorized representatives of the vendors, who choose to be present or in any eventuality, at the convenient later date and time as fixed by the Bank. 6. Important Terms and Conditions Vendors / Contractors are requested to read carefully the following and comply: 1) These Terms and Conditions are in addition to the instructions given in the Notice Inviting Quotation. 2) Vendors / Contractors must quote their rates inclusive of GST as per format of Schedule of Quantity. The rate should be inclusive of all overheads (men, machine, materials etc.) including GST & other charges as applicable. 3) Rates should be quoted in Indian Rupees (INR) both in figures and in words (in English language only) in clear legible writing. No overwriting is allowed. All scoring and cancellations should be countersigned in full by the tenderer. In case of illegality / discrepancies, the interpretation of the Engineer-in Charge / Purchase Committee shall be final. 4) CGM, NABARD reserves the right to approve/disapprove any kind of variation / change in the cost / scope of work and will be the sole arbitrator for all the disputes and his decision will be binding on both the parties. 5) Completion period will be 21 days from the date of issue of the work order. 6) The Defect Liability Period (DLP) shall be 12 months commencing from issue of completion certificate. 7) Incomplete, conditional or delayed quotations shall not be considered and summarily rejected. 8) Vendors /Contractors shall have to abide by all SAFETY RULES & REGULATIONS applicable for the works. All safety precautions are to be taken for execution of the work. This will include provision of safety equipment, personal protective equipment etc. Safety equipment/ personal protective equipment will have to be provided by contractor at his own cost. 9) The rate shall be firm till completion of work and no escalation on any account will be permitted. 10) The Bank reserves the right to inspect the services of the vendor to verify the genuineness and to ensure the conformity within the scope of work as quoted. 11) During the execution of the work, any damage to the property of the complex/bank is to be rectified as per the direction of the Bank's Engineer-in-Charge/official. 12) Entire Payment shall be made to the Contractor in one go (single & final bill settlement) as per the actual measurement at site for the quantity executed / specified material supplied/installed after satisfactory completion of the work and certification by the Bank's Engineer in this regard. Further, following deductions would be applicable from the eligible payment: a. 5% of the total invoice amount as RMD (Retention Money Deposit) shall be retained by the Bank for a period of 12 months which shall be released after the completion of defect liability period. During defect liability period any defects pointed out by Bank may be carried out without any extra charge.
b. TDS as applicable will be deducted from the taxable value of the invoice while making payment. c. GST-TDS as applicable will be deducted from the taxable value of the invoice while making payment. 13) The contractor shall make all required necessary arrangement at own cost for security of his materials at site till the work is completed in all respect and handed over to the Bank. The contractor shall clean and clear out all the unnecessary and unwanted items, debris, waste, garbage or material aggregates etc. generated while execution of work. 14) The contractor shall be responsible for all injury to person, animals or things and for all damage to property which may arise from the operation or negligence, carelessness, accident or any other cause whatever in any way connected with carrying out of the contract. The contractor shall indemnify the Employer (NABARD) and hold him harmless in respect of all and any expenses arising from any such injury or damage to persons or property as aforesaid. 15) The Contractor shall comply with the provisions of Contract Labour (Regulations and Abolition) Act, 1970, Minimum Wages Act and all other Labour Laws and Statutory Regulations (both Central and State) including other Safety Rules etc. relevant Statutory provisions, as applicable, that may be enforced from time to time by the appropriate authorities. 16) Force majeure conditions shall be applicable. 17) All disputes or difference whatsoever arising between the parties out of relating to this work order or breach thereof shall be settled by the CGM, NABARD Gujarat RO, who will be the final authority to decide the dispute and whose decision shall be final and binding on both the parties. 18) Any clarification on any of the points mentioned above, if required, may be obtained over phone (079-27554024) or email: dpsp.ahmedabad@nabard.org before submission of the tender/ bid.
